Research On The Model Of Urban Community Governance In China From The Perspective Of Deliberative Democracy

Since the 18 th CPC National Congress,the Central Committee of the CPC has issued a number of documents emphasize that: we must strengthen the construction of socialist deliberative democracy,promote national governance system and governance capacity of modernization,improve the way of social governance.The community is the basic unit of social governance,and the modernization of community governance directly affects the modernization of the whole social governance,which is also an important part of the modernization of national governance system and governance ability.Therefore,the modernization of community governance means importantly basic meaning to realize the modernization of state governance.The current urban community governance is mostly "administrative-oriented" model,the single body of governance and other defects restricting the process of modernization of community governance.This paper combines the theory of deliberative democracy with the current practice of urban community governance,excavates the value of deliberative democracy in improving community governance,and puts forward a “deliberative co-governance”model of urban community governance.This model provides a platform for rational exchange,communication and prudent decision for the diversified community stakeholders by integrating the social forces of all parties into the standardized participation channels,so as to promote the urban community governance to be inclusive and open.And also provides a new way to solve the social contradictions at the grassroots level,to maintain the harmony and stability of the community,to improve the social governance ability of the grassroots government and to promote the modernization of the community governance.The transformation of the concept of government management from "management" to "governance",the formation of social pluralism,the enhancement of the rights consciousness of the people and the development of the internet technology provide a useful foundation and environment for the implementation of the model of “deliberative co-governance”.However,the diversification of social value,the increase of heterogeneity among community members and the lag of the development of social organization will affect the implementation effect of the model.Further measures need to be taken to ensure better implementation of the "deliberative co-governance" model.Such as cultivating the public reason of community residents and promoting the development of community social organizations.
