Research On Food Safety Supervision Issues In Yunhe County, Zhejiang Province Under The Background Of The Reform Of The Sub-ministry System

Food safety is related to people's health and life safety.With the continuous development of society,people's living standard has been significantly improved compared with the past,and more and more attention has been paid to food safety.However,in recent years,many food safety incidents have been exposed by the media.One food safety incident after another has continuously challenged the bottom line of the public,testing the level and ability of food safety supervision departments,and at the same time exposing the problems and loopholes in China's food safety supervision system.In order to protect people's health,many departments in China have introduced a variety of policies and regulations,aiming to improve China's food safety supervision system.The system reform in the field of food supervision in 2015 will integrate the functions of the supervision and management departments in the three links of food production,circulation and catering,so as to avoid management vacuum and duplication and improve the efficiency and quality of supervision.Based on the cloud and county of zhejiang province as an example,by "government reengineering theory","theory of multiple governance" as the foundation,using the method of literature investigation,comparative analysis method,questionnaire method and interview method to survey research.The full text altogether has six parts: the first part: introduction.This paper mainly introduces the background and significance of this research,and briefly summarizes the research status at home and abroad.The second part introduces and explains the related concepts,mainly introduces the definition of the big-ministry system reform,food safety,food safety supervision,government reengineering theory and multi-governance theory.The third part carries out investigation and research by means of questionnaire survey,interview and data collection,and analyzes the current situation of food safety supervision in yunhe county under the background of the reform of the big-ministry system from four aspects,including supervision subject,supervision method,supervision responsibility and supervision effect.The fourth part,based on the above analysis,explores the problems and deficiencies in food safety supervision in yunhe county,and points out the main problems,including: shortage of supervision and law enforcement resources,inadequate supervision system and mechanism,difficult implementation of supervision and insufficient public participation in the supervision atmosphere;The fifth part puts forward Suggestions on improving the supervision of food safety in yunhe county under the background of the reform of the big-ministry system from five aspects,including the change of concepts,system construction,strengthening of resource capacity,innovation of technological means and purification of social environment,aiming at improving the quality of food safety supervision in local areas and safeguarding people's physical and mental health.
