Equality is the common goal that human pursue constantly and the basic guideline for our social life. In the organization, it attracts people's attention widely. Numerous studies show that the organizational equality has great impacts on the behavior and attitude of employees. As an important aspect of organizational equality, the equality of promotion has a significant influence on employees' sense of belonging, job satisfaction, self-efficacy, absenteeism and turnover intention, etc. As an important channel for the career development of civil servants and an important measure that the government takes to select and encourage civil servants, promotion will have great influence on their attitudes and efficiency, which will have an impact on the social and economic development, as well as people's daily life. So ensuring the equality of promotion will have a key significance for improving government performance and the progress of the whole society. There are lots of studies about the relationship between organizational fairness and work performance,but there is few about the relationship between promotion fairness and work performance.So starting from the promotion fairness and work performance of civil servants, this paper discusses the relationship between them and gives some advices from the view of fairness, in order to improve the promotion system of civil servants in China.Based on the theories of fairness and social exchange, this dose statistical analysis by SPSS. It describes the current situation of civil servants'sense of promotion fairness and work performance in detail, figures out how demographic variables like gender, age, seniority, education, rank and income affect them as well as inspects their interrelationship. Finally, it has drawn the following conclusions:Firstly, the score of civil servants' sense of promotion fairness is 3.225, being in the medium level. On the indicators of seniority, position rank and income, there exit notable differences while there is no remarkable difference on gender, age, education and unit rank.Secondly, the score of civil servants' work performance is 3.697, which is of medium. On the indicators of seniority, position rank and income, there exit notable differences while there is no remarkable difference on gender, age, education and unit rank.Thirdly, correlation analysis and regression analysis show that there is prominent correlation between civil servants' sense of promotion fairness and work performance. The three dimensions of promotion fairness all have positive effects on the work performance. The distribution fairness has the greatest effect, while the interaction fairness has the weakest. Meanwhile, the influences that different dimensions of promotion fairness have on the same dimension of work performance are significant different. And the same dimension of promotion fairness also has significant different effects on the different dimensions of work performance.According to the conclusions, the paper puts forward the following three advices. At first, the position and performance management should be strengthened to make the outcome fair. Next, improving procedures and the system of democratic participation will bring procedural fairness. Finally, improving the communication mechanism and enhancing the qualities of leaders can attain interaction fairness.
