Currently, the problem of job burnout are professionals and the focus of human resource management, and the job burnout of senior civil servants problem is one of the most serious in all professionals, senior civil servants as an important part of the sequence of civil servant, suffer from job burnout. A large number of scholars study found that job burnout will seriously affect the senior civil servant's performance, which affects the performance of public organizations, lead to low efficiency of the government department, the public service of inferior, which led to government failure. Most of the scholars from the grass-roots civil servants set out to study the job burnout of the civil servants, some on the two-factor theory analysis countermeasures to relieve job burnout of civil servants, some describe the current situation of the civil servant's job burnout, from the perspective of organizational sociology, some paradox from the conflict of values, the lack of binding, incentive mechanism is less than three dimensions to analyze the generation of civil servant's job burnout. However, we are not found the research about senior civil servant's job burnout in the data base.This study selected the object of study for the senior civil servants, from the professional psychological quality dimension, job stress, dimension, organization system, organization dimension of the four dimensions to analyze how these four dimensions affect senior civil servant's job burnout, and puts forward corresponding countermeasures, in order to effectively relieve and the prevention and control of designing the civil service job burnout, increase the efficiency of the public organizations. This study is the combination of literature and empirical research methods, through the questionnaire survey to obtain data using SPSS statistical analysis software and the corresponding regression analysis, describes the designing of civil servant's job burnout status, facing his professional psychological quality present situation, the work pressure of present situation, the organizational system and organizational culture of the status quo. Study the designing of civil servants career psychological psychological quality dimension, job stress, dimension, the institutional dimension, dimension of organizational culture and its the correlation between job burnout and the relationship between each other. The following conclusions:First, the senior civil servants job burnout feeling the overall score of 3.26, its sense of job burnout in average level;Professional psychological quality dimension score of 3.10, which indicates that designing civil servants professional psychological quality improvement; Work stress dimension score of 2.95, designing the pressure of the civil service job is in medium level; The institutional dimension score of 3.06, who needs to improve civil service organization system; Organizational culture dimension score of 2.62, designing civil servants organizational culture construction well.Second, through the regression analysis, found that the pressure of work, professional psychological quality dimensions, the dimension of organizational culture have a significant impact on place class of civil servant's job burnout, the institutional dimension weak effects on job burnout.Third, through path analysis, found that the institutional dimension and the professional psychological quality dimension is to place class dimension facing civil servants work pressure have a significant impact, dimension and the dimension of organizational culture and affects the organization system designing civil servants career psychological quality dimensions. The organization system of dimension a direct impact on job burnout is not, but indirect effects through work pressure dimension designing civil servant's job burnout.Based on the above analysis we can put forward the following Suggestions:first, to the rational allocation of human resources in the organization, and scientific control working pressure; Second, within the organization to establish EAP, improve the level of designing civil servants career psychological quality; Third, break dissecting the organizational culture, build a new organizational culture; Fourth, optimize organization incentive system, improve the system of organization environment.
