Performance management is the core of the modern Governmental Administration.Withthe deepening reform of our administrative system and the transformation of the governmentfunctions, performance management of the government departments becomes more and moreimportant. The developed countries have achieved good development and sufficientexperiences in performance management in theory and practice. In contrast, as Chinesepolitical and economic reform is still in its infancy, China hasn’t formed a mature system andwide application in the theory and practice of performance management. Due to the trend ofthe times, China’s government departments should apply the knowledge and tool ofcontemporary performance management to offer their staff guidance and help in theimplementation of an effective performance management, which will highly improve theirstaff’s individual performance, and provide high quality and efficient public services, andeventually improve their organizational efficiency and competitiveness in order to satisfy therequirements of modem public administration.The department of administration for industry and commerce is an important sectorwhich the government exercises the functions of market supervision and administrativeenforcement of law. In recent years, the growing demand of the public on the effectivenessand quality of our government services and the strengthening force of Media supervisionrequires the commercial and industrial administrative department to reinforce its performancemanagement and improve its administrative efficiency to satisfy the public demand. Throughthe author’s own work experience and investigation discovery, LW sub-administration forindustry and commerce, as an administration Law-enforcing department, has been found thatthere are problems in its performance management of the staff, with regard to a lack ofscientific performance evaluation, a missing management process and so on. This paper startswith an investigation in the present situation, the existing problems and the related reasonsabout performance management of LW sub-administration for industry and commerce. Basedon the above investigation, the theory and tools of performance management will beintroduced to solve the existing problems in it, by improving the staff performance evaluationsystem and performance management process. Eventually, a scientific and completeperformance evaluation process with management in place will improve its administrativeefficiency. Meanwhile, the author also hope this research could provide an useful guidance forother administrative departments to improve their performance management and administrative efficiency.
