Study On The Problems And Countermeasures Of Yijinhuoluo Government's Economic Function Performance

The county economy is both an important part of national one and a way of achieving macro-economic control.Party's eighteen big reports;the government work report of Inner Mongolia autonomous region in 2013,2014;the State Council "about further promote sound and rapid economic and social development in Inner Mongolia" such as to foster county economic development were described specially.Developing county economy,for the construction of well-off society benefit billion-plus people is of great significance.Vigorously develop the county economy is an important goal of the current of time.Inner Mongolia,as an underdeveloped region,where the market is not very perfect in the economic development,the local government should solve some important tasks.And how to give full play to governmental.duties in a scientific and reasonable way and discover a good and fast way to develop local economy which suits the practical situationFor the Yijin Huoluoqi,a county where coal-mining is the dominant and resource-oriented industry,who should know how to function as a government,to guide the market rational development and utilization of resources,constructing line with their actual industrial structure and mode of development,industrialization upgrading and transformation is particularly important.The first part of this paper analyzes title connotation of the concept of county economy and government functions,it elaborated reflect the county economy in government functions,from the point of view of public administration theory were demonstrated.The second part introduces the development of the county economy in Yijinhuoluo and its achievements.Yijinhuoluo relying on its own ecological,mineral,tourism and other resources,and actively develop the county economy,and achieved remarkable results.The third part analyzes the main problems and reasons in the process of the performance of Yijinhuoluo government's economic functions.The economic function of the government to fulfill the main problems existing in the process are:government service consciousness is not strong;serious government debt,insufficient supply of public goods;government supervision is not in place,unable to effectively prevent the crisis;government agencies set up repeated cross functions.The causes of the problems are:lack of theconcept of public government;private lending crisis in the real estate bubble and the government debt crisis;industrial development is not sufficient,the industrial structure is not reasonable;the destruction of the ecological environment,sustainable development is challenged;non-public economic output is relatively small.The fourth part discusses the countermeasures to fulfill the functions of the government to promote the sustainable development of Yijinhuoluo County Economy:one is the optimization of government functions,to create a service-oriented government;two is to optimize the industrial structure,take the road of sustainable development;three is to optimize the development environment,increase investment;four is to attach importance to the cultivation of non-public economic and social service organizations;five is the priority to the development of education,to cultivate talents;six is to play to regional advantages,deepen regional cooperation.
