France had a shameful colonial reign in Syria, during which,it adopted a separatism policy that can be regarded as a historic root of separated ethic groups, regions and religions in Syria. The fragile democratic regime of Syria finally pushed Hafez al-Assad to the throne.Assad ruled the country for 30 or more years with his powerful grip and maintained peace of Syria. In 2011,Syrian crisis broke the political balance out there.Various forces got involved, including France whose foreign policies varied for three times. At the beginning of the crisis,France was hesitated, and then,it firmly supported the opposite side.Up until the terrorist organization Islamic State made its debut in 2014,France was forced to abandon its neutral policy and started to conduct military attacks against Islamic State. However, the military intervene by Russian troops in September of 2015 gradually marginalized France.France adjusts its policies towards Syria due to multiple difficulties it faces.First,France finds it hard to position itself in Syria among competition between the United States and Russia, which often makes it "isolated" in international arena.Second, the opposition forces in Syria are diversified and complicated. There are mild opposition forces and terrorist organizations that are hard to be distinguished. Finally,France needs allies in EU and lacks support back at home. The real difficulties it has to face serve as the objective factors that lead to its failure in foreign policies. While on the other hand, the neo-conservatism adopted by France is the subjective factor. Its failure in foreign policy towards Syria finally makes itself a major target of terrorism in the region and results in a deteriorated domestic security situation.By reflecting its strategic decisions,it is concluded that France lacks the wisdom of "offshore balancer" of the United States and the power of accurate military strikes by Russian forces.France shall identify strategic situation and upgrade its capability of dealing with crisis in an effort to rejuvenate itself as a power nation and to act as an active force within legitimate and justified framework.
