A Research On Governmental Governance Model Based On Cooperative Innovation Of Industry,Education And Research

When the whole world gets into the era of knowledge-driven economy,knowledge plays a dominant role in production.With the fast development of science and technology,the importance of technological innovation is increasing day by day.China is also building an innovation-originated country in an all-round way.In this kind of overall background,the cooperative innovation of industry,academia and research as one of the most important approaches of improving technologic innovation ability,not only enhances competitiveness of Chinese enterprises in economic globalization,but also improve innovation capability of China.In the process of the development of cooperative innovation of industry,academia and research,a variety of its development patterns came up and each of them has its own advantages and limitations.The basic point and purposes of this study and research is to find out how to optimize China's governmental governance model of cooperative innovation of industry,education and research,and what kind of model can give a full play in its cooperative innovation.This thesis mainly adopts the methods of literature research and theoretical analysis,combining with macro and micro analysis.With the principle of logical positivism,this thesis is divided into five parts:In the first part,this thesis states the concept,development,and theoretical basis of cooperative innovation of industry,academia and research.In the aspect of theoretical basis,triple helix theory,social governance theory,new public service theory and innovation theory are mainly used to analyze the subjects and the operational modes of co-innovation of industry,academia and research,as well as the governmental responsibilities.Triple helix theory is applied to clarify the subjects of cooperative innovation of industry,academia and research;social governance theory and new public service theory are applied to determine governmental responsibilities and to build service oriented government;innovation theory is used to determine the innovative elements and to build the operational model of cooperative innovation of industry,academia and research.In the second part,this thesis lists and summarizes the main models of co-innovation of industry,academia and research,and analyzes its current situation,including enterprise-led model,scientific research institute-led model,and government-led model.The author analyzes the current situation of the models on the basis of the elaboration of each model,and points out that the enterprises gradually play an important role in the co-innovation of industry,academia and research in our country.Meanwhile,the government gradually retires backstage while implementing public service functions,and playing a guiding and promoting role.In the third part,this thesis points out the problems of the government governance model and the causes of the problems.First of all,it points out the problems existing in the government governance model.According to the innovative elements in the innovative theory,the causes are concluded as follows: firstly,the lack of the technical market management system which results in the weak foundation of co-innovation of industry,academia and research;secondly,the omission of government functions,which cannot provide enough innovative impetus for co-innovation of industry,academia and research;thirdly,the imperfect scientific and technological management system,which cannot provide guarantee for co-innovation of industry,academia and research.In the fourth part,the thesis analyzes the optimized approach of the government governance model of co-innovation of industry,academia and research.First of all,the demands of the subjects are analyzed.After that,the positioning and functions of the subjects are clarified,and the implementation factors of optimizing the government governance model are confirmed.The factors are mainly divided into three stages: the market,which is the basis of innovation;capital,technology and talent,which is the innovative impetus;the system,which is the guarantee for innovation.Meanwhile,this thesis establishes the tools of co-innovation of industry,academia and research,and finally establishes service-oriented governance model.In the fifth part,based on the innovative elements,innovation driving force and innovation protection,this thesis provides countermeasures and suggestions for building the service oriented government with governance model of co-innovation of industry,academia and research.
