Since 2014,performance management information of the State Administration of taxation system has been officially running,and it covers performance planning,process management,performance evaluation,results use,summary analysis,system management,etc..As an effective means of modern management,new assessment system in the evaluation,incentive tax staff,enhance the Grassroots National Tax Department vitality and competitiveness,will play a vital role.However,with the deepening of reform,some problems existing in the evaluation system of the national tax staff have also become more and more obvious.In view of the existing problems,in this paper,the National Tax BureauinY City as the object of study around tax system of the primary sector performance appraisal status quo and existing problems of research,trying to provided cadres to contribute to improve the tax department human resource quality and management level,the construction of a composite type of tax.Firstly,this paper in the domestic and foreign grass-roots government performance evaluation literature analysis and taking Y city as an example,to determine the improvement of the grass-roots tax department performance appraisal system research object.Then,this paper defines the related concepts of performance appraisal,and establishes the theoretical basis of the research including 360 degree assessment and key performance indicators.Next,this paper studiesthestatus of performance evaluation system of grassroots national tax department in Y city,find a series of problems.These problems include unreasonable evaluation index and assign situation,inappropriate arrangement of the main body of performance appraisal,performance evaluation at the primary stage,lack of objective and effective supervision,lack of effective incentive mechanism and so on.On thebasisofanalysis on the problems causes,this paper finally puts forward some countermeasures from the establishment of a scientific and effective performance evaluation index system,establish diversified main body of performance assessment,construct a complete performance appraisal system,perfect the supervision mechanism of the combination of internal and external performance appraisal and re construct contains an effective incentive mechanism of performance appraisal system.
