The rural cadres at the grassroots level are the builders of a happy and beautiful countryside,the people who serve the peasants directly,and the front-line practitioners of building a harmonious society.How to construct the rural cadres at the grassroots level directly affects the party's foundation of governance and the stability of rural reformation and development.Since 2006,China issued the " Civil Se rvant Law0 f thePeople's Republic 0f China",and the manage of civil service made such achievements.However,due to the establishment of the civil service management system in a short period,civil servants is a big number,and many other reasons,China's civil service management mechanism at rural level is not perfect,therefore,the outflow of township civil servants has become more and more serious.In september 2014,the General Office of CPC Central Committee distributed a d0 cument regarding opinions to strengthen the mechanisms for managing township civil servants.The "opinions" accurately define the structure of the township civil servants,regulate the allocation of their headcounts,accurately define their tenures in the township,and improve their income.This provision to a certain extent,relieved the embarrassment that township civil servants are faced with,but the corresponding supporting measures have not fully kept pace.In July 2015,the General Office of CPC Central Committee issued the "Provisions for Promotion and demotion of Cadres(trial)".The 19 rules included in the provisions gave clarification on demotion of cadres,standardized procedures,as well as established the responsibility system.This rule of grass-roots government puts forward new requirements for management of township civil servants.This paper conducts an investigation on the management and service of township civil servants.In particular,after the government issued the strengthening of the township civil service and management in 2014,this paper analyzes the situation of the resignation of township civil servants in Cuiping District,Yibin,and focuses on the root causes.This analysis of grassroots governments and township civil servants hope to offer suggestions to help reduce resignations of township civil servants and discuss methods to realize position exchanges for villages with similar conditions.
