The 5th Plenary Session of the 16th Central Committee of the Communist Party of China proposed the significant historic task of constructing socialist new-countryside ,which includes the development of production, the ample of life , the civilization of local custom, the neatly of village accommodates, and the democracy of management. The Township Servants cannot be substituted in the new-countryside construction, because who are not only propagandists, implementers, performers of the new policy, but the organizers and the leaders.Since the reform and open policy, the quality of our Township Servants has had the enhancement. The efficiency and the attitude of work also have very big improvement. But because of the original planned economy system, the traditional administration systems and un-perfect of the legal systems, the incentive mechanisms of Township Servants lack seriously, such as the spiritual and the material incentive mal-adjusting, the negative incentive not being valued, the security incentive lacking, intrinsic incentive being seriously insufficient, and so on. That has enormously restricted the enhancement of the quality and the ability for the people of Township Servants, and can not meet the need of the constructing socialist new-countryside. Therefore, it is the urgent mission to consummation the incentive mechanisms of Township Servants at present.Incentive is a process that the organization stimulates and meets the demands of person through valid system design according to one's own characteristic under the environment of certain culture, in order to enable it towards the goal which is expected. From local and abroad academic studies of incentive mechanisms, Servant's incentive mechanisms have been studied more, but less on Township Servants, especially on Township Servants from the new-countryside perspective.Owing to this, this essay mainly studies the incentive mechanism of The Villages and Towns' Government Civil Servants from the new-countryside perspective. The essay firstly analyzes the mechanism of Township Servants on western incentive theories, then analyzes the environment, existing problems and its factors of Township Servants under the new-countryside background. Basic principle and main measures of mechanism in this foundation are pointed out finally. The former includes person-oriented principle, fair principle, all-round incentive principle and responsibility principle .The latter includes emphasizing to promote the quality of Township Servants themselves, perfecting the management systems and adopting multivariate incentive means.
