A Study On The Executive Power Of Township Government In China

China has multi-level local government because of vast territory and large population.The central government and local governments are the main performers of national policy which define the national execution capacity,credibility,and the image of the country.The improvement of the grass-roots government implementation is the inevitable requirement of national development.As the main body of the township construction,the execution of township government has close relationship with it's development on a lot of aspects like society,economy and culture et cetera.Township government's efficient work can easily solve the immediate problems of the villagers,and achieve their own value at the same time.As the most basic level of local government,the execution capacity township governmentto the central policy directly affects the resident's satisfaction to the work of the government,this is the reason that he study the executive ability of the township government is very important and urgent,which has important practical and theoretical significance for the construction of the township.This article based on the domestic and foreign study of the township government's execution capacity,expound the existing problems,summed up the characteristics of the execution capacity of the township government,redefine scope,combined with policy implementation theory,commission theory,interactive theory and other theoretical knowledge.This paper analyzes the township government's execution capacity problems such as lack of guidance on implementing policy,procedure policy is conservative,the implementation of the object is absent,execution environment vulnerable and etc.In view of these problems,concluding that the quality of policy executor is not high,the conditions of policy implementation are insufficient,the villagers' participation in policy is insufficient,the policy enforcement supervision mechanism is not perfect and so on.What is more,a combination of the implementation of the situation on the township of ShangShan,expounding the specific situation on the ShangShan Township.This article put forward practical suggestions for the construction of the ShangShan based on the specific problems in the implementation problem.Through the combination of specific circumstances and theoretical knowledge,some constructive suggestions that can promote the execution capacity of the township government in China is summed up and some specific construction plans for the construction of the township government is provided.
