With the growth of society and economy,the bearing capacity of eco-environment has been confronted with great challenges.The public have accordingly paid increasing attention to environmental problems,including air pollution,land desertification and water resource shortage.As a result,different provinces take an active part in dealing with the environmental problems and increasing the investment in environmental protection.However,the eco-environment fails to achieve the expected improvement.The output is not proportional to the input,which not only causes a serious waste of the special fund for environmental protection,but also arouses public concern about the efficiency of the government's environmental protection.In order to cope with the environmental protection problems and supervise government's administrative actions,the performance evaluation on the government's environmental protection plays an important role in solving the above-mentioned problems,such as low efficiency and the disproportion between input and output.In recent years,Chinese provincial governments have made active efforts to explore how to improve the quality of environmental protection work and how to establish a corresponding provincial performance evaluation system which is suitable for Chinese realities.However,at present,the establishment and application of this performance evaluation system on environmental protection is still at the start-up stage.Compared with foreign governments,it still contains many problems,like the lack of experience and coordination,the backward development,the defectiveness of the evaluation system,the unclear targets of evaluation indicators and the imperfection of the indicator design as well as method application.Therefore,the thesis focuses on two aspects.For one thing,how to improve and coordinate the relations between different target levels of the evaluation indicators,thus promoting system construction and completing systematization.For another,how to deal with the defectiveness of the evaluation system,the delay of evaluation content completion and the imperfection of the indicator design as well as method application,which can promote the scientificity,systematicness and objectivity of the performance evaluation,thus enhancing the working efficiency and quality of the government's environmental protection.Meanwhile,various provincial governments also conduct a lot of researches and explorations,and establish different performance evaluation systems.On the one hand,the start-up stage has celebrated some achievements.On the other hand,it is also faced with some problems and challenges due to economic growth and social development.In consequence,the author of the thesis follows the research clue---“find the problem---analyze the problem---form a hypothesis---prove the hypothesis”.In order to find the problem,the author reads lots of documents and articles,not only realizing the development of foreign performance evaluation systems on environmental protection,but also sorting out the current development of the similar systems in China.Through an analysis of the problem,the thesis realizes that the target levels,evaluation contents,indicator designs and method applications of the Chinese provincial governments' performance evaluation indicators are too simple.Thus they can hardly meet the demand of governments' performance evaluation.As a result,guided by the problem,the thesis thoroughly analyzes the target levels,evaluation contents and indicator method applications of Chinese current provincial performance evaluation indicators on environmental protection.By analyzing,designing and demonstrating,it draws a conclusion that the refined plan is reasonable and effective.
