In recent years,with the rapid development of mobile Internet,new forms of broadcast continue to emerge.Also,the government's perspective has undergone profound changes.With the popularityof smartphones,mobile Internet has become an indispensable part ofthe lives of the community.China has entered the new media era featuring Microblog,Wechat and Client.In August 2016,the General Office of the State Council issued the Notice on Further Responding to the Public Opinion of GovernmentAffairs in the Openness in Government Affairs : "All localities and departments should adapt to the tendency of objectification and demassification in propaganda,further improve the opening rate in Microblog,WeChat and Client,make full use of the new media featuring equal exchange,interactive communication and the interactive function of government websiteto facilitate the receiving of responded information." This makes new requirements for the local government administrative activities against the background of the new media environment.In the local government public management activities against the background of the new media era,because the traditional media cannot compete with the new media in the speed and breadth of the information dissemination,once the government departments conduct illegal acts or exercise authority improperly,or fail to meet the expectations of the people,or fail to appeal to the interests of the people in its daily public management activities or administrative decision-making,negative public opinion will quickly spread within the community,which will greatly affect the credibility of the government.At the same time,due to the "pervasive" feature of new media,every move of the local government is actually under the supervision of the public.Therefore,it is very necessary to carry out the research on the government credibility under the new media perspective.The author uses the theory of responsible government as the theoretical tool,taking theperspective of new media,through questionnaires of Zhengzhou citizens,to study the improvement of the credibility of the local government.The author first defines the improvement criteria of the credibility of the local government,including the politicaldemocracy,the current situation of thebuilding of transparent government,the tendency of social media publicopinion,and the political participation of the public,the public opinion of the new media and the participation of the public;The negative impact of new media on the credibility of the local government mainly has 3 aspects.False information attack the credibility of the government;redundant information slows government's public decision-making process;Use the new media as a tool to affect the credibility of the government;These 3 aspects are rooted in the fact that the local government is deficient in the using of new media,that the relevant security system to improve the credibility is missing,that the concept of public management is backwards.In order to improve the government credibility against the background of new media,the local government needs to improve its ability to use new media,perfect the new media-related institutional mechanisms,ensure the concept of public management keep pace with the times.
