Study On The Participation Of Zhang Jiagang Social Organizations In Community Governance

The entire society has had fundamental changes with constant occurrence of new social problems since from the reform and opening-up policy, resulting in greatly challenging social governance and also providing the huge space for the government, market and social organizations. With the service-oriented government construction, the government becomes a server from a manager and social construction turns into governance from management, indicating that the government and society construct a kind of new-type favorable interaction on social development. It is impossible for the singular government or market to satisfy daily demands for the public, because their demands for public services are increasingly differentiated and diversified. Therefore, diversification of subjects, which mainly include government departments, enterprises and other social organizations, etc., and have a different effect on social governance, should be the effective means to promote social governance effects. The government gradually decentralizes the public service supply to the society, so social organizations gradually develop with it, undertake the public service function assigned by the government and play an irreplaceable role on the social governance, thus it will have the great guiding significance on promoting the development of social organizations, deepening institutional reform, implementing social responsibilities, advancing government construction by law society, improving social governance capacity, and building a harmonious society by studying and analyzing the roles of social organizations on the social governance, difficulties and shortcomings in the development process, further perfecting social organizational construction and enhancing participation rate of social organizations in the social governance. With the theoretical basis of governance theory and voluntary failure and the research object of Zhangjiagang, the author analyzes the role, approaches for participation and effects of Zhangjiagang social organizations on the social governance in details and discusses existing problems, causes and countermeasures by applying the literature research method, normative research method and interview method in the thesis.In recent years, Zhangjiagang social organizations have had rapid development and obvious changes in both quantity and coverage. An increasing number of them participate in the social governance, undertake governmental transfer functions and purchasing services, and play a role in integrating social resources, enriching community service contents and promoting social harmony. However, they also have some problems, such as shallow degree of participation, limited approaches for participation, and unapparent effectiveness of participation, etc., due to insufficient consciousness of social governance, insufficient participation of social organizations and shortage of supporting strength on the social governance, capacity constraints of social organizations, and the lower social recognition on social organizations. On the basis of analyzing existing problems of Zhangjiagang social organizations involving in the social governance and causes, the author proposes corresponding measures from the perspective of the government, social organizations and the public, such as to improve policy environment, to promote capacity of social organizations, to enhance public cognition on social organizations, and to unblock cooperative channels for social subjects, etc., so as to promote Zhangjiagang social organizations to better participate in the social governance and to provide reference for building a harmonious society.
