Study On The Owners Committee Participate In Community Governance

With the rapid growth of real estate industry,the house market transition from unit to market,and autonomous organizations from residents has been relied on by the government is began to in the process of community governance.The development of urban residential communities gives the owners' committee an opportunity to step onto the historical stage.As a basic unit of urban community management,the owners' committee is responsible for safeguarding the interests of the owners in the residential area,it can play an active role in the management of urban communities,and it can assist the government to carry out a part of the community governance work.On the other hand,it is also an important measure to strengthen the democratic construction at the grassroots to promote the development of the owners committee.Therefore,the research,which base on the question of owners committees participation in community governance,can achieve the goal of the multi-subject participation and the folk power fully mobilized.Also,it has great theoretical and practical significance to assist the government in community governance.This article is based on the theory of public governance,urban multi-center governance and public pond resource,combined with relevant experience of participatory governance.By analyzing of the successful cases of Guangzhou Qile Yuan community governance,the article also evaluate the current development environment and success factors of China's business council.When facing the problems,such as being difficult and complicated to establish owners committee,blurred of relevant law,lack of initiative people,the article proposes some improvement measures about how to develop owner's committee,which includes structural optimization of multi-party role,accelerating the improvement of the system supply of laws and regulations,vigorously develop grassroots residents to participate,performing government functions effectively.Above all,this article aim to make greater contribution to the construction of China's harmonious society.
