Research On The Problems And Countermeasures Of Administration In Community Autonomy

Since 1980 s,China has carried out the basic state policy of reform and opening up,the original social structure has been impacted and disintegrated.These broken down social affairs and functions are gradually accepted by the urban community,forming the urban community service.Since then,the community has become the most basic unit of the urban social structure,and has taken an important role in social services and grass-roots management.After experiencing a period of development,the urban community has gradually formed a basic pattern of community autonomy.After the disintegration of the traditional social system,the administrative departments at all levels do not focus on the management of the grass-roots level,the urban community in the bear part of the social functions,but also has become the administrative departments at all levels of the channel management.Many departments directly to the community organization as its own subsidiary bodies,unavoidably in community affairs.Not only to the community arrangement work,or even become the actual management of community issue orders left and right,and lead to a serious shortage of community autonomy function,and even become the grass-roots government agency and its subordinate organization.In this system,a large amount of time and energy of the community workers are consumed in the completion of various administrative tasks.Interleaving game of community organization and administration has become a common phenomenon,conflicts and contradictions resulting has become a problem to be solved in community governance.In this paper,we take the X community in Chongqing as the research object,and study the issue of community autonomy through combination of the use of literature,case studies,field surveys,interviews and other methods.This paper introduces the concept of community autonomy,community administration and other related concepts.This paper firstly introduces the basic situation of X community in Chongqing,on administrative problems in all aspects of the source of funds,the community personnel management framework,performance standards and social work contents and the drawbacks caused by it,such as not conducive to weaken the democratic construction of grass-roots,community governance,restricted autonomy the community construction process are analyzed and discussed the reasons,and put forward the countermeasures to improve the community autonomy level of democracy.
