Study On Extended Performance Management Of Special Works To Provincial Agriculture Department

The Third Plenary Session of the 18 th CPC Central Committee make a strategy,that is to advance modernization in the State governance system and governance capability.The implementation of government performance management is an important path for this strategy.Provincial agriculture department as a connecting link in the work chain related to agriculture and rural economy is important.Its performance influences the effects of Agriculture,Rural Community,and Farmers Policy.In order to fire the enthusiasm of local authorities,and better implement Agriculture,Rural Community,and Farmers Policy,The Ministry of Agriculture as the competent agricultural administrative department of the state,select some key tasks and implement performance management on Provincial Agriculture Department.This paper take Extended Performance Management of Provincial Agriculture Department as study subject.On the basis of reviewing theoretical achievements and practical experience of Performance management both domestic and abroad,it analyzes the necessity and feasibility.It also takes 2 Special Work of Agriculture,Agricultural Products' Quality and Safety Monitoring and Agricultural Non-point Source Pollution Control,as examples to analyze problems of Special Work of Agriculture in the area of policy understanding,policy execution,policy accompanying at the level of local authority,also problems in the area of policy formulation,policy acquirement,policy perfection,policy implementation at the level of Ministry of Agriculture.Besides,it analyzes 2 more Special Work,Vegetable-Basket production development and Major Animal Disease Prevention,and the process of Jilin Province and its primary level carrying out Extended Performance Management of Special Works,summarizes the Extended Performance Management of Special Works practice of MOA,and the advance experience.Then,this paper provides perfection proposal on Extended Performance Management content selection,performance index designing,implementation procedure,result application,etc.At last,this paper reveals enhancement organizational leadership and other 3 advance experience,focusing on key works and other 3 measure,lacking of understanding and other 3 deficiency.By this study,we hope to enrich and develop the theory system of the government performance management of our country,especially the pattern for central governments implementing performance management on local authority for carrying out theirdecisions,to improve the administration level of scientific and formal,to promote the implementation of major decisions and arrangements of the Central Committee.
