The Interaction Between Government And The Public In Emergency Response

Strengthening emergency management,improving emergency response capacity is an important part of promoting national governance system and the modernization of governance capacity.Presently,we are faced with development opportunities and challenges facing the hitherto unknown,in the rapid development of China's social and economic great achievements at the same time,the long-term accumulation and the problems which cannot be solve of social contradictions and conflicts,the traditional and non-traditional security risks,natural and social coexistence,possibility of growth all kinds of uncertainty of unexpected events,increase the risk of causing serious damage to social order,form a serious challenge to all levels of government emergency management.How to meet the challenge,it becomes an important task to improve the ability and efficiency of the government emergency management.The government and the public as the two most important subjects in the emergency response,how to achieve the positive interaction between the two subjects? It is the key for the two to reach a consensus quickly,form the same action,improve the efficiency of emergency disposal,resolve social risks and maintain social stability.Therefore,this study will be study how to deal with the emergency events in the process of the interaction between the two subjects as the research object.We will also analyze the process of emergency response,What's more,this study will analyze the government and the public that take what action? What is the logic of action? What kind of interaction? And the factors that affect the interaction between the two factors as the main content of this study.This study attempts to use the "system and life" interpretation of the perspective of emergency response to the government and the public interaction.This article tries to inherit and transcend the connotation of the "state and society" paradigm.This paperinterprets the action logic and interaction between the actors,the public and the interactive context in the context of the viewpoints and microcosmic aspects.On the basis of reviewing the existing literature,a case study of qualitative research was used.In this paper,the use of participation in observation and interviews,detailed observation and analysis of the emergency situation in Chongqing.In the emergency response process,the public is accustomed to taking non-institutional means.They use the power of organizational action to cut the positive interaction between government departments and their policy practitioners.In order to achieve their purpose,they attempt to build the actions of their own compassion,forcing the government to act according to the public's own will.Government departments in the emergency response process,adhere to the maintenance of social stability as the ultimate goal.They strictly follow the inherent norms and working procedures of the system.They take action to achieve the system for the purpose of the regulation of the real world.Through the observation of the incident found that in the process of dealing with emergencies,the government and the public between the wishes and actions taken and the results are different.In the analysis of the factors affecting the interaction between the government and the public,we found that: the first,the government side.Both due to the lack of institutional and institutional constraints caused by the system lag,there are government staff as a policy implementer,due to individual differences and the role of conflict caused by institutional rationality can not play its due role.Second,the public side.The complexity and uncertainty of the individual elements and the collective elements of the public,and the lack of legal consciousness of the public and the emergence of the public action response and the social psychology of the public.Third,the rule of law.Both the legislative and law enforcement issues,but also the concept of civil legal system and the impact of the atmosphere of the rule of law.Fourth,interactive context.Both the complexity of interactive scenes in real life and the multiplicity of interactive logic,as well as the factors of the interaction between the government and the public,respectively,with other actors in the interactive scene.Finally,this study has carried out a strategy research to improve the efficiency of emergency response between the government and the public,such as optimizing the government emergency level design,strengthening the social coordination,changing the emergency communication management and restoring the social trust.In this study,the conclusion of the interaction between the government and the public in emergencies as follows: First,the public demand expression is purposeful and organizational,and its expression is not aimed at political demands,but aims at solving practical problems.Second,the government departments in the emergency treatment process there are active prevention and passive response to the two characteristics.Thirdly,the government and the public have two kinds of interactive state in the process of event development: First,when the interaction between the government and the public is in conflict,it hinders the settlement of emergencies.Second,when the interaction between the government and the public show a harmonious state,to promote the settlement of emergencies.And these two states can be transformed with the change of interaction factors.The main conclusions of the influencing factors of the interaction between the government and the public in emergency response as follows: first,the lag of institutional rationality and the effect of the implementation of policy implementers affect the rationality of the system,and the defects of institutional rationality exist naturally.Second,the public through the acquisition of intangible powers to exert pressure on the system.Although this power is temporary,it has the positive effect of promoting the acceleration of the system.Thirdly,the factors such as the public power of the government,the moral and legal literacy of the professionals and the legal concept of the public play an important role in the interaction between the government and the public.Fourth,the multiplicity of interactive logic makes the interaction between the two easy to fall into the uncertainty and complexity.
