The Effect Evaluation And Improving Suggestion Of Y City's Entrepreneurial Support Policies

Nowadays,with the frequent advent of public entrepreneurship and innovation in the important work report of local governments,entrepreneurship has gradually become the underlying motivation of economic development in China and even the whole world.And in order to put the general principles of supporting innovation and entrepreneurship introduced by the national government into effect,the local governments of provinces and cities put forward some relevant enforcement advice and regulations accordingly and delivered some results.However,there also exposed some problems in practice because to a great extent the efficiency of supporting entrepreneurship depends on the sufficiency and the effectiveness of the formulation and implement of the entrepreneurship policies.For the sake of providing more government supports to entrepreneurs,Y city has introduced a series of business policies,which to some degree helped entrepreneurs overcome difficulties during the startup,thereby stimulating the entrepreneurial energy of Y city and facilitating the development of "public entrepreneurship".Nevertheless,there still exists some problems that can not be ignored.This article contrasts the conditions before and after the implementation of support policies from five aspects,including the entrepreneurial economy,entrepreneurial environment,innovation service,entrepreneurial training and entrepreneurial platform by combining theoretical and empirical analysis.And then research the validity and the deficiency of Y's entrepreneurial support policies through analyzing the satisfaction survey towards five aspects mentioned above.The results show that the coverage of the entrepreneurial support policy is limited,the convenience and the professionalism of the innovation service is insufficient,the system and pattern of entrepreneurial training is irrational,the development orientation of entrepreneurial platform is fuzzy and the hatch ability is incomplete.According to these shortcomings,this paper puts forwards some recommendations to further perfect the entrepreneurial support policies of city Y for providing reference to the government of Y and some relevant departments,which includes adjusting the bias areas of preferential policies actively,building a ecological system gradually,exploring innovative system of entrepreneurial training,improving the incubation function of entrepreneurial platform in depth and creating entrepreneurial innovation atmosphere actively.
