The Development Dilemma And Countermeasure Study On The Home-Based Nursing Institution For The Aged In City Community

Nowadays,our country has entered into the rapidly developing stage of aging population.According to the data of State Statistic Bureau,the people of and over the age of 60 in our country has accounted for 16.1%of the total population by the end of 2015.The increasing aging population not only changes our country's population structure,but also brings huge challenges to the nursing service industry for the elderly.In order to solve the problem of aging population,the government takes an active part in building the nursing service system for the aged with the basis of home,the support of community and the supplement of institution.It has achieved great success by now.In recent years,Nanking actively responses to the appeal of our country,strongly push forward the building of home-based nursing institution system.It has actually gained lots of achievements in political level and practice level.As a new thing,the system must face many barriers and difficulties,Based on the field investigations on the twelve home-based nursing institution for the elderly in Nanking,the research reviews the current problems and barriers in this area.Furthermore,it takes advantages of the experience of home-based nursing for the elderly in developed countries,and puts forward the thought of the development in city community's home-based nursing institutions for the elderly,This research uses questionaires,interviews and some other research ways to have long-period follow-up talk with the man in charge,the service objects and the nurses,and also to have random talk with the family members of the service objects.The results reviews that the current situations of these institutions are mostly related to the small establishment area,poor capital resources,generally low quality of personnel and simplex service items.All these problems results from the lack in planning laws and policy,the unsound in home-based nursing institutions for the elderly and the inefficiency in concordance in social service resources.In order to perfect and push forward the establishment of our country's home-based nursing institutions for the elderly,this research uses references of the aging experience in developed countries and combines it with our country's situation,putting forward policies to perfect our country's home-based nursing institutions for the elderly.There are policies which set city's old people's nursing service as the goal,and focus on the government's support,put the government's support at the first place and use the society's multi?supplement as the side support to make important security for the development of service for the elderly,which combine the family with community and use these two main parts to effectively promote the home-based nursing institutions' level,push all-round development in city community's home-based nursing institutions for the elderly.
