The Symbiotic Mechanism Of The Dominant Status Of Community Residents Committee And The Dominant Role Of Residents

The issue of community residents committee and residents relationship has been attracting the attention of scholars who focus on community-related field. In this paper,by establishing a set of professional,scientific and effective skills for the community residents committee, reforming the old mode of community affairs governance, the role transition of the community residents committee in the process of administration followed by the change of the role of community residents, the relationship between the community residents committee and the community residents will be completely transformed from the original managing and being managed or between the contractor and the slacker into co-participants,thus allowing both get involved in the management of community public affairs accordingly.Based on the change of community residents relationship as the research topic, this thesis covers three aspects: Firstly,What is the impact of the transition in the way of thinking and action made by the cadres of the residents committee in dealing with community public problems? Secondly, What kind of relationship should the community residents committee and the residents be when confronted with public affairs? Thirdly,Whether must the heteronomy and autonomy be completely separated?and how to properly handle the relation between them at the level of community governance?A lot of studies have been carried out on the relationship between neighborhood committees and residents, but rarely explore the autonomy of residents from the perspective of the role of residents in dealing with community affairs. Therefore, the author conducted research into the hubei huangshi S community, launching in-depth interviews with the community residents,community residents committee director,and members of community residents committee. In addition, during the course of solving the problem of corridors,six open space technology conferences are studied,dissecting the process of problem-solving on S community, figuring out the connection between the innovation on the working concept as well as working technology and the solution of the corridor problems,and exploring the symbiotic development of various elements in the community affairs by means of delving into the change on the relations between neighborhood committees and residents in the process of solving corridors problems.This paper has arrived at three basic conclusions: First, In respect of community governance of public issues,community residents committee must master a set of professional democratic approaches and democratic technology, Second, guide the residents as the action subjects, and constantly motivate them to action, accompanied by the community residents committee with guidance and assistance in the community public affairs governance process. Thirdly, the process of community rejuvenation is the establishment process of democratic consultation mechanism.
