Research On Governance Problems And Countermeasures Of Innovative Communities In Shahekou District, Dalian

In recent years,with the continuous transformation and development of China's urban economy and society,the social structure has undergone profound changes.A large number of unit people have poured into the society.A large number of rural people have flooded into the cities,which has brought about the rapid development of the city.Social contradictions and needs.The report of the 19th National Congress of the Communist Party of China pointed out that at this stage,the main contradiction of our society has been transformed into a contradiction between the people' s growing needs for a better life and the development of inadequate and unbalanced development.The new requirements of the social governance pattern,so the model of innovative social governance is particularly important.This paper elaborates on the concepts related to community governance and the theoretical results of community governance in Chinese and foreign academic circles.On the basis of this,taking Shahekou District of Dalian as an example,using the method of stagnation survey,visiting survey and questionnaire survey,using the literature research method and The investigation and research method deeply analyzes a series of innovative practices and explorations in community governance in Shahekou District of Dalian in recent years.Firstly,the results of theoretical research in Chinese and foreign academic circles are combined with the practical practices of community governance innovation in the Mainland,so as to raise the issues that the government should focus on in community governance.Then,through the method of resident investigation,the specific practices of Shahekou District will be analyzed and interpreted.At the same time,it has pointed out that through its analysis of its effects,it has pointed out that there is a serious tendency of community administration,"involvement in indifference" has caused the difficulty of residents' autonomy,the property management system is not perfect,the supervision is lacking,and the social organization is not well developed.This has led to problems such as the pattern of pluralistic governance.Combining the results of the previous analysis with the actual depth of the Shahekou District,starting from the problem-oriented,and put forward targeted recommendations from the practical operation level.First,we must unswervingly exert the advanced nature of the party organization and lead the development of community governance;second,we must further innovate the system and mechanism,implement the community affairs access system,and reduce the burden on the community to guide residents to carry out self-government;It is necessary to further mobilize social forces,vigorously cultivate service-oriented social organizations,and carry out group-based services.Fourth,innovatively carry out a new model of point-based management,separate party members from non-party volunteers,and implement points to redeem preferential products.The model further stimulates the enthusiasm of party members and people to participate in social governance;the fifth is to develop a new model of penetrating property management,give play to the leading position of party organizations in the industry committee,improve the access evaluation mechanism of property companies,and achieve a qualitative leap in property management,and then Improve the level of grassroots social governance.
