With the rapid development of Chinese economy,the process of urbanization is speeding up constantly,and the population is accelerating gather to the city.It caused urban environmental issues becoming increasingly prominent.How to do a high-quality manage and service for the citizens is an important task for current Chinese urban managers.Additionally,the urban environment management plays an increasingly important role in the national governance system.However,in the process of urban construction and management,in order to impel the development of the city accord with the fundamental interests of the majority of the citizens,not only need the persistent efforts of the government,but also need the extensive participation of citizens.At present,in China,the public participation in the urban environmental governance is belonging to a lower level of participation in the breadth and depth.Additionally,there are exists deficiencies and defects in the breadth of the participating subject and the participation channels.Therefore,develop the diversified participating subject,built the multiple participation channels,establish the effective system,and promote more public participation in urban environmental governance;this topic has a very important realistic meaning.This paper through discriminate the governance concept and theoretical basis of urban environmental;take Xi'an as an example,to analysis the present situation,problems and reasons of the public participation in urban environmental governance,summarizes the current situation of public participation in urban environmental governance,depth analysis of the reasons for the low degree of public participation,and learn from the practice and experience of domestic and international urban environmental governance.Furthermore,look forward to study how to take effectively measures to improve public participation willingness,ability and level;broaden the channels of public participation;put forward the countermeasures to promote the effective participation of the public in the urban environmental governance;promote the urban environmental governance work upper the level,improve the ability and see the actual results;optimization of urban living environment and promote city image.
