The Evolution Process Of The Government's Reputation Crisis And The Analysis Of Its Countermeasures

A good reputation is the guarantee of the government's social management and administrative legitimacy,it is the premise of maintaining social order and stability and the foundation of establishing social credit system,and is an important administrative resource of the government.Our country is now in the social transition period,the gap between the rich and the poor,the social contradiction is increasing,the economic and political pressure,various social problems caused by the intensification of public crisis,the government to deal with the reputation crisis management brings great threat and pressure.The government must put reputation crisis management as an important task of crisis management,improve the correct understanding and active prevention of reputation crisis,and form a stage of effective coping strategies based on the evolution law of reputation crisis,strengthen the institutional construction and ability training to deal with reputation crisis.At present,the domestic research on the reputation of the government is not much,most of the research focused on the government's reputation in the business activities,administrative activities and other specific areas of the impact,there is no systematic and practical government reputation crisis.In this paper,the crisis management as a new perspective of the government's reputation,combined with the theory of reputation theory and the life cycle of crisis management,the formation of the government response to the crisis of the evolution process and its countermeasures.Through the analysis of typical reputation crisis events in 2012-2014,the law of the evolution of reputation crisis is summarized,and the two different types of reputation crisis are distinguished:the internal crisis and external crisis.And summarized the specific production areas and causes of the two kinds of crisis.Through the analysis of the reputation crisis,three factors that influence the evolution of the reputation crisis are obtained:the government,the media and the public,in which the government's behavior plays a key role in the evolution of the reputation crisis.Based on the crisis life cycle theory,this paper puts forward four stages of the evolution process of the government's reputation crisis,and combines the endogenous and exogenous two types of crisis.By selecting the Lankao 1-4 "fire events and Lei Zhengfu indecent video events,two typical case analysis of government process of action and influence in dealing with reputation crisis evolution and verify the above perspectives related content.And through a detailed case analysis of the Chinese government to deal with the evolution of the crisis in each stage of the problem,put forward the corresponding government response strategies,combined with the crisis of the whole process of four stages:early warning monitoring,identification crisis,improve institutions,clear responsibility;make good use of media,guide public opinion;assess the aftermath,summarize experience,the formation of the whole process of crisis response strategies,to provide operational reference for the government.
