With the development of the national economy and the progress of social civilization,the purpose of the contemporary government is to provide high quality and efficient services to the people and society.The rapid development of the economy puts forward higher demands on the government work.Improving government performance has become one of the ultimate goals of public management.,To build the people so that the country assured the service-oriented government is the direction of the efforts of the national government agencies,but also to build a harmonious society's ultimate goal.China's party and government organs must follow the trend of response to social needs,performance appraisal point of view,with the help of social evaluation to check their quality of work.after the 17 th National Congress of Statistics in the Central Organization Department under the direction of nearly 400 cities and counties within the country to carry out public opinion surveys to investigate the job satisfaction of municipal institutions,followed by Shanghai followed immediately launched a similar poll,Municipal authorities and district and county organs of the leadership and performance assessment.The government and the society are the main service objects of the government agencies,so they can feel the quality of the government service most directly.Therefore,compared with other evaluation subjects,the governments pay more and more attention to the social evaluation and the citizen's participation.Western management experience,based on the gradual creation of many public participation in performance management to create the evaluation model,such as public opinion evaluation.Based on the domestic and foreign research,this paper expounds the government performance evaluation under the synergistic effect of social evaluation according to the actual situation of Hangzhou.The paper is divided into six parts.The first part is the introduction,The second part mainly elaborates on the related theories,including the "government evaluation","social evaluation","performance evaluation","performance evaluation","social performance evaluation" The third part is the practice of government performance evaluation in the performance evaluation and social evaluation in China.It emphasizes the necessity and feasibility of social synergy,and expounds the present research situation of our country.At the same time,The fourth part is the core of this article,on the basis of the theoretical study of Hangzhou City as an example for the case,pointed out that the current social cooperation under the performance of our government performance appraisal problems and propose solutions to the problem;Based on the case analysis of China's performance evaluation of the existing problems in the solution strategy analysis,according to China's national conditions and put forward effective and feasible solution to the problem:(1)cultivate the government performance management culture;(2)improve the performance evaluation technology;(3)build performance evaluation The final part is the conclusion part of this article,the contents of the article from the whole sorting and aggregation.
