The Research Of Government Function In The Production-Education-Research Cooperation From The Perspective Of The Public Governance Theory

In the world,the knowledge and technology is becoming the core of competitive resource,many countries especially developed countries recognize the production-education-research cooperation having been very important role to improve enterprise independent innovation ability and enhance the national comprehensive competitiveness.In 2006,the Sate Council promulgated <The outline of the national medium and long term science and technology development program(2006-2020)> which points out China must speed up the construction of the production-education-research cooperation system in which enterprises as the main body,the market as the guidance,promote the industrialization of technological achievements.Under the close attention of the national government,the production-education-research cooperation has developed rapidly in China,the local governments at all levels formulated a number of policies and measures to promote the development of the production-education-research cooperation.As one of China's fastest developing county-level cities in the economy and society,Yiwu city is facing great pressures,such as shrinking market,high cost and relatively narrow financing channels.Yiwu government is to take the technology and management innovation as the main content of the reform,boosting industrial transformation and upgrading.Under guidance and support in Yiwu government,the scale of the production-education-research cooperation becomes more and more hugeness,more and more deeper,cooperation main body becomes more and more,but there are still a lot of problems about the production-education-research cooperation.The government should play its role properly and efficiently,it is of great significance to promote the development of the production-education-research cooperation.This paper follows literature analysis,theory with practice approach and empirical approach,analyzes the function of local government in the production-education-research cooperation from the perspective of the public governance theory,puts forward building a diversified,multi-level,network public governance pattern in the production-education-research cooperation,defines the role and orientation of each cooperation subject,and the government should play its role correctly and effectively as the action of guide,blockers,server,and coordinator.This paper takes Yiwu city as an example,analyzes the function of Yiwu government in the production-education-research cooperation,puts forward problems of the Yiwu government in the production-education-research cooperation,such as imperfect policy,lack of long-term development plan,imperfect management system,undefined role of cooperation body,weak technology intermediary service agencies and other public service platform,imperfect regulatory system.Then this paper proposes development measures and recommendations on the basis of the public governance theory.To solve these problems and promote the development of the production-education-research cooperation,the Yiwu government needs to define the role of cooperation main body,optimize the institutional environment,and improve the government public service system and macro-co-ordination and coordination.
