The Research On Supply For Popular Science Services In Urban Communities

The 18th Party Congress of China proposed to build a culturally strong country to achieve innovation driven development strategy.It can not be realized without the development of science popularization and the improvement of public scientific literacy.At present,in terms of policies,laws,funds,projects,the government has taken a lot of measures to perfect.Especially in the process of national urbanization,the community that is regarded as the central of living and production should undertake a lot of important work.However,with the development of the social economy and the awakening of civic subjective consciousness,in the demand for popular science products,an increasing number of characteristics have been reflected by urban community residents,such as individuation,diversification and practicality.However,it is very difficult for the current community work to meet the above requirements.Therefore,this needs to change the government-led single supply model.The government should play the market and social main advantages and functions to establish multi-agents participating in the resident demand-oriented urban community science service supply model and continuously enhance its supply capacity.Based on the existing research on urban community science,this paper studies how popular science products can be effectively supplied in urban community science work through the analysis of relevant literatures and the use of public product theory.Moreover,in case of practice of city community science popularization work in Hongshan district,this paper puts forward the effective countermeasures and suggestions on establishing and perfecting the supply of popular science service.This essay can be divided into four parts:The first Part:introduction.This part expounds the background and significance of the research,the current situation of research at home and abroad,the writing method,the framework,the content and the innovation and drawbacks of this paper.The second part:the definition of relevant concepts and theoretical basis.On the one hand,it defines the concept,content,features and functions of the urban community science service supply.On the other hand,it makes a brief analysis of the theoretical basis of this paper,that is to say the theory of public goods,the theory of Polycentric Governance and the theory of information dissemination model.The third part:present situation analysis.This part mainly analyzes the contents and current situation of the urban community science service supply in Hongshan district of Wuhan City.In addition,it points out the problems and reasons in the present supply mode.The fourth part:conclusions and suggestions.In order to improve the urban community science service supply,the department demonstrates some suggestions in the following several aspects:first of all,we should correct the understanding of deviation and establish the correct concept;secondly,it is necessary to speed up the transformation of government functions to establish multiple supply model;thirdly,the government should increase capital investment and expand financing channels;and then,it is essential to stimulate the vitality and improve the supporting mechanism;finally,the government should strengthen the science community construction and improve the service capacity of the supply.The innovation of this paper lies in the following points:first,the innovation of the research point of view.According to the concept of urban community science popularization in the existing literature,this paper shows the different concept of urban community science service on the basis of predecessors,and makes a preliminary discussion on its meaning and content.Additionally,this paper suggests the concept of urban community science service supply and tries to to construct the urban community science service supply model which is based on the demand of residents and multi-agent participation.Second,the innovation of the research perspective.In this paper we use the local government as the starting point,especially the representative local association in the public science work.Through the analysis of the specific practice in city community service in the supply of science,it is more comprehensive and thorough to understand the current situation of city community public service supply;Third,the innovation of research method.This paper takes Hongshan District of Wuhan city as an example,on the one hand,based on the authoritative public science statistics,this paper analyzes the current situation of urban community science service supply in Hongshan district.On the other hand,according to the depth interviews by the district association,the streets Association and community science organizations,this essay illustrates the current situation,the existing problems and future directions for improvement in the community public science work of Hongshan district.
