On Problems And Countermeasures Of Citizen Participation In County-level Government's Livelihood Policy Formulation

Citizen participation in livelihood policy formulation is an important reflection of citizens' rights of criticizing and suggesting government's administrative behaviors,an important impetus to forester the scientific and democratic level of livelihood policy formulation,and an important means to strengthen citizens' sensibility and self-management ability.As the jointing of city and county,cadres and masses,policy formulation and implementation,county government shoulders the important and special obligations of solving livelihood concerning problems.Nowadays,as China is in a decisive stage of building a moderately prosperous society in an all-round way,livelihood construction and government affairs openness are taken quite seriously.Henceforth,it should be attached importance to the citizen participation in county government's livelihood policy formulation.In order to research problems in the citizen participation in county government's livelihood policy formulation,firstly this thesis adopt research methods of document analysis,empirical and normative study,and interest analysis,theoretical basics of public governance theory,new public service theory,and deliberative democracy theory.Then,this thesis defines concepts of county government,livelihood policy formulation,and citizen participation,and analyzes the cohesive connection of citizen participation and livelihood policy formulation.After the demonstration and description of the statuesque,chief achievements and main problems of the construction of citizen participation in county government's livelihood policy formulation.Concerning the present problems,it is suggested to cultivate citizen's senses and abilities about participation,improve government's attention to citizen participation,perfect deliberative policy-making model,and reinforce relative system construction of citizen participation in county government's livelihood policy formulation.
