Open government data is the basic content and core task of the national big data strategy,and is valued by governments at all levels.At present,142 local governments in China have launched open data portals.As of 2020,the number of effective datasets opened by Chinese governments has reached 98,558.Open government data has played an active role in promoting economic development and improving public services.The pilot work plan for the openness of public information resources in China and the local government open data regulations have repeatedly emphasized that the construction of data catalogs is a powerful guarantee for open government data.However,in practice,there are still problems such as the lack of unified and standardized metadata standards and classification standards,and the inability to achieve cross-platform interconnection and integration of data.This is not conducive to the value-added application of massive data,and it also brings difficulties to the construction and upgrade of open government data portals.In this context,the main work of this paper is as follows:(1)Investigation and analysis of open data catalog services by domestic and foreign governments.Using portal case research and comparative analysis methods to study the open data catalog services of the United States,the European Union,and China,the following problems are found in China.Local metadata standards are independent and have poor interoperability.In practice,there are problems such as lack of basic metadata and inconsistent metadata names;there are few data classification methods,there are a large number of unclassified datasets,the classification names are not unified,and there is no controlled vocabulary to regulate the value of metadata,makes data retrieval,interoperability and integration of distributed catalogs difficult;the existing catalog aggregation method also has the defects of repeated storage and release of data,low automation,no traceability information,and poor flexibility.(2)Constructing chinese government open data catalog system.Propose the framework of the catalog system,design metadata standards based on DCAT 2.0 and internationally widely used core metadata items,describe dataset,data services and distribution,and map them with local standards.Learn from the EU controlled vocabulary,use the SKOS controlled vocabulary to standardize the value of metadata,and map the vocabulary to the local classification catalog.The formal concept analysis method is used to construct a dataset classification framework,and suitable categories are recommended for unclassified datasets.(3)Catalog aggregation mechanism and method based on metadata collection.On the basis of the catalog system,a catalog aggregation process based on metadata collection is designed,and a catalog aggregation method including dataset web URL design,metadata mapping,traceability metadata design,and catalog joint management is proposed.In order to realize the theme-level data aggregation,construct the semantic interconnection and integration mechanism of the theme vocabulary,match the theme catalogs in the local open data portals with the data theme vocabulary,and use Apache Jena Fuseki to publish it as linked data.Realize the SPARQL retrieval of theme terms,and use Graphviz to visualize the theme term network to clearly display the integration results.Through the research on the construction and application of Chinese government open data catalog system,this paper enriches and develops the theory and methods of government information resource catalog system under the background of open government data,makes open government data standardized and orderly,realizes the semantic interconnection and integration of cross-platform open government data,and provides references for the construction and upgrade of Chinese national and local government open data portals.
