| China has entered an aging society since 1999,and the degree of aging has been increasing.Shaanxi province is also facing serious aging problems,according to the Shaanxi Provincial Bureau of Statistics data show that by the end of 2016,Shaanxi Province,the proportion of people over 65 years of age reached 10.36%.65 years of age population in the “12th Five-year” during the net increase of 65 Million,reaching 3.834 million.With the growing elderly population is increasing demand for pension services,and there are individual differences in demand.The construction of a diversified pension service system has a positive effect in meeting the diversified needs of the elderly and making challenge into opportunity.To meet the needs of the elderly pension service is the goal of pension service system.Based on the theory of demand hierarchy,this paper firstly obtains the data of the status of the demand of the old-age pension system in Shaanxi Province from the perspective of the demand for the aged for the elderly in Shaanxi Province,and uses the descriptive statistical method and the cross-joint analysis method to explain the oldservice needs and explore the factors that affect demand.Secondly,from the three aspects of family pension,community pension and institutional pension,this paper expounds the present situation of the supply of the old-age service system in Shaanxi Province.Through the comparison of supply and demand,it is pointed out the existing problems of the supply of old-age services system,and study the reasons behind the problem.Finally,on the basis of the experience of domestic and foreign pension service system construction,based on the theory of social support and the theory of welfarepluralism,the innovative construction is in line with the actual diversified pension service system of Shaanxi Province.The results show that the family pension is still the most anticipated pension service model for the elderly in Shaanxi Province,but the demand tends to decline,and the demand for the pension and the pension of the community is on the rise.The differences of individual factors in the elderly affect their demand for service content,showing the characteristics of diversity and individuality.By the level of economic constraints,the elderly pension service needs to pay the lack of capacity.“4-2-1” family,empty nest elderly,unaccompanied elderly,disabled elderly groups such as the existence of the traditional family pension face challenges.Due to the lack of demand assessment mechanism,the main body of the pension service supply and the lack of professional quality of the old-age service personnel,community pension service facilities layout unreasonable makes supply and demand is not balanced,the elderly are not satisfied with the community home care services.Institutional pension problems are mainly reflected in the high rate of empty bed,nursing staff labor intensity,professional quality and low wages.To this end,based on the experience of the United Kingdom,Japan,the United States,Hong Kong and Taiwan and Shanghai pension service system construction experience,proposed to build the diversified pension service system in Shaanxi Province,which is consisted by the diversified pension service subject,a diversified pension service model,a wide range of pension service level,a wide range of pension services content.And put forward the realization of a diversified pension service system of security measures,that is,from the infrastructure,personnel,legal policy,capital and information technology to provide specific support to ensure that the system to run the normal operation. |
