This paper is a research about the development of e-government in Macao, as well as the situation of e-services on the Macao e-government portal. The main purpose of the research is:(1) to explore the development of e-government in Macao;(2) to analyze government management and service delivery model in Macao e-government;(3) to analyze Macao e-government portal e-services current status and constraints, through website design;(4) to explore countermeasures to improve of Macao e-government portal e-services.The methodology used in this research is based on literature review and website analysis. First of all, the author reviews the literature on e-government and analyzes others e-government research, to indicate the importance of e-government on the reform of public administration. The author adopts methods of website analysis to assess the degree of integration of the Macao government website during the exploration of development of government websites stage. Method of website analysis is widely adopted on studying e-government development, particularly evaluating contents of government website to understand the development situation of e-services.This research paper consists of five chapters. Chapter1describes the background of the research, as well as its literature review, purpose, methodology, importance and framework. Chapter2describes the development of Macao e-government, it also discuss the technical infrastructure conditions in Macao, then explore the Macao e-government development objectives, development strategy and the existing e-government programs and projects. Chapter3discusses the current status and constraints of Macao portal electronic services, mainly to assess the electronic services of the Portal in the degree of maturity of the interactive online transaction, and to explore the existing constraints of the e-services of the portal. Chapter4explores situations and characteristics of the government websites services in Canada, Singapore, Hong Kong and China, then summarize their valuable experience as to learn from. Chapter5proposes recommendations to improve Macao portal e-services, and draws the conclusion of this research.
