Study On The Boundary And Realization Of Social Organizations Participating In Emergency Governance

The emergency response model which make the government as subject,can not satisfy the demands of our country's emergency response to the reality.At present,social organizations are developing rapidly.To mobilize and foster social organizations to participate in emergency management,which can effectively cover government response shortage.But because it is affected by a lot of factors,China has not yet formed a complete system of emergency management community participation,which caused Social organization failed to play the expected role.Therefore,this thesis takes the social organization as the research object,analysis its path to participate incident management,which has a strong theoretical and practical value.In this study,we use government and market failure theory,modern civil society theory,social capital theory,etc.,to provide an important theoretical basis for the social organizations involved in emergency management.The "Emergency Response Law" and the different participants' comparative advantages in a emergency management action is my the research breakthrough point,to clear boundaries of the social organizations participate in emergency management;Use emergency management functions as a reference to the classify society organizations,and on this premise,explore and research social organizations' functions at different stages and types of emergencies;And to current participate situation of emergency management as the guidance,analyses emergency governance dilemma and restrictive factors of social organizations participate incident management.Finally,this thesis puts forward some countermeasures and suggestions,which referring to the advanced experience and research results at home and abroad,combined with China's specific situation.This study showed that: social organizations participate in emergency management has a special advantage,it should work in appropriate behavioral boundaries,and different social organizations at different stages and types of emergency governance need to correspond its own role.Currently,the government should improve the level of emergency management.The cooperation between government and social organization is still inadequate,it need to enhance from improving the legal system,changing the governance concept and improving their ownquality.
