Research On The Current Situation,Problems And Countermeasures Of Medical Care And Pension Service In Changchun City

According to the National Aging Office data,by the end of 2017,there were 241 million elderly people aged 60 and above.It is 17.3% of the total population.It is estimated that by 2050,the number of elderly people in China will reach 487 million,accounting for 34.9% of the total population.As China's aging population continues to deepen,it has brought tremendous impact on the existing pension and medical care systems,and it has become a challenge that China must properly cope with.For a long time,China's medical care and pension service have been supervised by two different departments: the health department and the civil affairs department.The different departments have caused long-term lack of coordination between medical institutions and pension institutions.This has not only resulted in the waste of resources,but also old people can't enjoy the country's relevant preferential policies,and can't satisfy its various pension needs.Therefore,establish a nursing service model combining medical resources and endowment resources effectively it's a major trend of our country.The 2017 Nineteenth Congress report pointed out that we must take a positive attitude towards the aging of the population,build a national policy system that is love,respect,support of elderly people and a harmonious social environment,accelerate the advancement of the combination of medical care and health care and the development of the elderly.This article focuses on the current status of the development of the medical care and pension service model in Changchun,Jilin Province.Adopts literature analysis,participation observation and non-structural interview method,in-depth investigations into 6 medical care and pension service institutions in Changchun City,2 elderly care service centers and 2 street and community health service centers.Understand the current status of the development of medical care and pension service in Changchun,and classified into two mode: the combination of the practice of medical care and support in home-based care services and the practice of medical care and support in institutional aged care services,introduced Changchun's medical care and pension care service model in detail.The study found that there are five major problems in Changchun's medical care and pension service mode: the urgent need to solve the problem of the combination of medical care and medical insurance,the lack of financial support for the development of medical care and pension services,the professional level and limited number of medical personnel,the combination of medical care and pension service institutions has a high charging standard,and the combination of medical care and pension services is not comprehensive.The author deeply analyzed its influencing factors and proposed five strategies for strengthening and perfecting the pattern of medical care and pension service in Changchun.This means the government coordinates all departments to jointly promote the development of medical care and support,increase government and social forces investment,strengthen the combination of medical care and support for the elderly,standardize the standards for fees and access of medical institutions,and develop diversified medical care and support institutions for the aged.
