There is huge amount of aged population in our nation.The overall aging population has the characteristics of large population,thin foundation,low resources,heavy disease burden and insufficient development imbalance.After the 19 th Communist Party of China National Congress,pushing forward for the fusion of medical & health and retirement services becomes a major measure to actively cope with aging problem and to build a healthy China.Nanchang is one of the first batch of pilot cities on “Combination of medical care and pension”.And due to Xihu district lies in the heart of Nanchang city,which has a higher population aging rate,it is a perfect sample for researching on the “combination of medical care and pension”.This paper draws lessons from researches in fields concerning the current situation of “combination of medical care and pension” with conclusions: Xihu district has the problem of lacking regulations and policies;funding system is not properly being maintained;the mechanism on personnel training,selection and employment is not well organized.The weak foundation and issues above restrain the developing of “combination of medical care and pension”.This paper provides some counter measures as solution: perfecting the system and building a security system of policy;a funding guarantee system;a diversified demand and supply system on personnel training and a regulation system.Above can be treated as constructive advises for middle provinces' old towns.All that allows elders to enjoy the retirement services while having personalized medical and rehabilitation services which could raise elders life quality and ultimately ease aging pressure on nation.
