Study On Related Mechanism Evaluation Index System About Flash-Flood Disaster Prevention In Liaoning Province

With the rapid development of national economic level,water conservancy constru ction is gradually becoming one of the key points about national infrastructure constru ction.As an important part of water conservancy construction,mountain torrent disaste r prevention and control program not only affects people's life and property security,but also guarantees the country's long-term peace and stability.During the period of 2010-2015,Liaoning Province combined the mountain torrent disaster prevention and co ntrol program with the "Internet +" and other information technologies,to build a pre dictions and preparedness by citizens system characteristicly,which greatly improved t he level of flood control information.In recent years,flash-flood disaster prevention in Liaoning province program has made some achievements,but there are still some shor tcomings in the assessment of the relevant mechanisms.Liaoning Province has carried out public bidding for the evaluation of flood disaster prevention and control benefits in 2016 mountain flood disaster prevention and control monitoring and construction pr oject procurement(the ninth section).On the basis of the project,the author has visited the actual work of several cou nties in Liaoning Province,and summarizes the operation mechanism of each module in the mountain flood disaster prevention and control project of the province,and estab lishes the evaluation index system,hoping to provide reference for the future flood pre vention and control work.This paper is divided into four parts: in the first part,the paper constructs the index system about evaluating the mechanism of flash-flood disaster prevention project in Liaoning province,identify three methods to establish an evaluation index system.By comparing literature analysis and content analysis,to determine the content analysis method for the primary selection method.By comparing the brainstorming method with the Delphi method,to determine the Delphi method for the selection of indicators.Using the analytic hierarchy process to establish the three-tier evaluation index system.In the second to fourth parts,the study is divided into three areas.In the part of government purchase of social service model,from the transformation of government function and principal-agent theory,analyzes the non-competition mode,the independent relationship non-competition mode and the independent competition model in the government procurement.In the part of predictions and preparedness by citizens,from the system theory and combination of professionals and masses theory,analyzes the system structure of the predictions and preparedness by citizens.In the part of data sharing,from the integrated management and human-computer interaction theory,selects the negotiation system as the analysis focus.Finally,according to the method proposed above to build a three-tier index system.
