A Study On The Civil Servant Training System In MSA Affairs Center

The Administrative Center of the Marine System is the window that directly open to the public,at the same time,it is also the most direct path for the public to contact and evaluate marine affairs.The civil servants served for The Administrative Center should consider their discipline style,service quality,working efficiency and professional skill,which are critical elements to show the image of the marine administration and the government.Training is an important channel to minimize the gap between the status quo and the requirements concerned.However,lacking of targeted and practical training plan,systematic defects on training content,low enthusiasm of the participants,etc.are the most common problems existed in the present training for civil servants in the MSA affairs center.The causes of the above problems arises from the absence of reasonable training demand investigation and analysis,which therefore make it difficult to develop an efficient training object and reasonable training content.On the basis of researching and studying the modular training experiences of the China Classification Society and the United States Coast Guard,taking the Administrative Center of Shandong MSA as an example,analyzing the job requirement,clarifying the training candidate and training object beforehand,this paper adopts the modularization training theory to scientifically analyze the training demand as well as make out the staff quality requirement and job competency standards,so as to design systematic training contents based on the modularization training.Meanwhile,it gives a systematically design on the training elements such as teaching materials,teaching faculty and assessment management etc.as well as an initial idea on the establishment of organization support,assessment mechanism and information technology guarantee etc.to eventually create a modularization Administrative Center for Shandong MSA.The modularization Administrative Center of Shandong MSA has a practical significance,it solves the deficiencies exhibited in the previous training such as indefinite training targets,undefined training candidates and unscientific training content etc.,it improves the training pertinence and practicability dramatically and also insures a systematic training program.
