A Study On The Rural Public Service Supply Mechanism Of Social Transition

With a deep and comprehensive reform calls become fiercer and fiercer,our country has standed in the areas of economy,culture,political reform,As is known to us all,China has the world's largest population.Which also has a big agricultural population,the development of rural public services in rural areas relates not only to the healthy and stable development,it also related to social harmony and stability,which would make the people live and work in peace and in contentment,which even relates to the country's long-term stable development priority,To improve the process of public service career development and construction of the rural public service supply mechanism is the key to the development of rural public services.A country's public service is often a reflection of the country's civilization.Now our country is entering a rapid reform period in recent years,the national development and reform commission also try their best to improve the rural public science-education-culture-health,and makes the farmers' living standard improved rapidly,but we have to admit that,regardless of the difference of the midwest and the coastal cities in China,just the different villages and towns public services in the same city construction step is not same.So the support of the rural public service construction obviously is not coordinate with the urban construction,and the rural population accounted for the majority,they are dissatisfied with the situation the are faced with.The present situation of unbalanced development between urban and rural areas is unfavorable to our country to build a harmonious socialist country,the development of the rural public service has received the attention from all society at the same time,we should think it over what should the government do to improve and accelerate the pace of rural public service system construction,the government are hoped not only can solve the equalization of public service between urban and rural areas,increase support for the construction of the rural public service infrastructure,but also let the broad masses of peasants to participate in the innovation of the rural democracy in the process of construction of public service,then share the achievements of modern public service,and not only government play,the people passively accept the result,have no choice to change the result.which is a problem that needs to be solved urgently.especially in transition now comprehensively deepen reform and innovation of rural public service supply mechanism can be a great project for the theoretical basis and approach for the implementation of the support.In this paper,through investigation about the present situation of public service supply of X county,we can find many problem.Such as financing,decision-making,management,post-supervision.in this paper,the results are based on the analysis of the dates.we can draw lessons from the successful experience of the three different countries,from the five aspects of "demand expression mechanism","decision-making mechanism","management system","financing mechanism" and "supervision",finally we can put forward the main ways to improve the rural public service supply mechanism reform.
