With the rapid development of China's market economy,the original regulatory government model has been a serious impediment to economic development.The administrative examination and approval system established by this kind of government control mode has not been able to adapt and serve the current social economy,so it is urgent to adjust and change.The CPC Central Committee has made clear that the service-oriented government is the transition direction of China's government management model,and gradually replace the existing regulatory management.In this context,the Government in promoting the reform of the administrative examination and approval system,the need for the public interest-oriented,serve the market economy.In the planned economy period,the government set up a series of administrative examination and approval items to achieve the social and economic control,but in the past to government regulation for the purpose of the administrative examination and approval system seriously hindered the economic development.Beginning in 2001,the state began to implement the administrative examination and approval system reform.So far,through the continuous efforts of all levels of government,has reduced a number of administrative examination and approval projects,and achieved some results.But it is undeniable that the existing administrative examination and approval system still exists the imperfect legal system,the supervision system is not perfect,the introduction of the market management mechanism flaws and so on.Based on the new public service theory and management theory,this paper analyzes and studies the reform of the administrative examination and approval system in Beilun District of Ningbo City,and draws lessons from the results of the reform of the administrative examination and approval system in the United States and Japan as well as some pilot areas in China.The Reform Direction and Path of Administrative Examination and Approval System from the Angle of Government.
