Study On Basic Troop Crisis Pre-management

Military commanding officers of brigade and regiment are the organizers and managers of the basic troop against sudden events in crisis management affairs.Meeting the challenge with high efficiency became a hot research issue both in troops and academic circle.Preparedness ensures success,unpreparedness spells failure.The capability of handling the sudden crisis can be greatly enhanced by substantial preparations.The paper did a helpful research on the crisis warning,crisis pre-control,crisis pre-management and corresponding evaluation methods.Firstly,some related concepts about the military crisis pre-management are introduced.Clarifying some important concepts cited below: sudden events,crisis,military crisis,basic troop crisis,crisis management,crisis pre-management and crisis risk management;Secondly,base force in this paper is mainly aimed at the research of the crisis pre-management,which is directed against the crisis that is likely to occur in the military play executed in daily training tasks research.Further efforts are taken to develop the risk pre-management and assessment system construction,forces crisis early warning system,crisis pre-control system management effect evaluation mechanism.Basic forces crisis' s five parts are expounded,and the risk identification and evaluation,crisis management theory of "five phases" in advance,event and the focusing effect of the crisis management in advance,static evaluation mechanism of crisis management system in advance,and based on the crisis management cycle of "4+6 dynamic model of" dynamic assessment mechanism content,such as the focus of the qualitative and quantitative analysis,and reference or construct the relevant mathematical models and diagrams in detail description.This article adopted the "three stages" method in crisis prior management which is considered as the mainstream by domestic scholars.However,its innovation point lies in the crisis management in advance separately for a system,analyzes its three subsystems and various influence factors of finally work prior to the crisis management of the performance evaluation mechanism by adopting the combination of qualitative analysis and quantitative analysis methods are studied,the crisis management of the content and methods both at home and related research in the paper is still rare.
