The Security Prevention And Control Of Open Community

On 2-Feb,2016,the state council defined and unveiled <The CPC Central committee on opinion about further strengthening city planning and construction management work >.Article16 of <opinion> points out newly built housing estate need to popularize urban block,and no longer to build closed community in principle.The <opinion> attracts attention from all walks of life,who is concerned about how to make sure community security after opening.This paper is focus on study of security prevention and control,and it defines concept of open community from point of space,finds out security issue and its root cause on open community,and further analyzes the main handling method of security issue on current stage of open community and its shortcomings,based on these to put forward the corresponding strategy.From this paper,on open community,its space opening & combinations and so on related structural characteristics which caused increasing of people & vehicle stream,diversification of interests from residents,thus makes community management become more difficult,and leads to larceny cases and disputes rise sharply.Public security organization is limited by people,financial and material resources,it's relatively lag behind on corrective actions of security prevention and control on open community,and also the affect is not very efficient.This paper introduces CPTED,zero tolerance,security culture and concept,and takes multiple actions to strengthen security control for open community based on current police resources.Through construction structure renewal and improvement of open community,increasing natural monitoring scope to reduce crime control;and building of community security culture,enlarge construction of mass prey and mass treatment;strengthening institutional guarantee to ensure community police force invest;innovating community security prevention and control mechanism to optimize the play of security resources.This paper focus on security prevention and control work of open community,it's purpose is not to re-build a new social security prevention and control system,rather than modifying security issues of current open community based on existing community police resources,and improve elements which are not taken into account previously,thus to maintain security orders of open community.In the conditions of lack of police resources,this paper gives new ideas of security prevention and control on open community.
