Research On Outsourcing The Fire Supervision And Inspection Work Of Police Station

The work of fire supervision and inspection,as a strongly professional job,require professional quality for the team and staff to complete,and the police station,as the basic organization of public security system,is mainly responsible for the management of accounts and basic public security work.The current situation,that police station being responsible for routine fire supervision and inspection work is not a good idea.First,Further increased the workload of the police station itself on the heavy workload of the work;second,police station but also because of their lack of professional equipment and professional staff,can not fulfill this job.At present,China's existing full-time fire agencies can not be as detailed as the police station covering most of the communities.Therefor,it is a option that take this job classfied and outsource the work non core of the police to the market,although put one administrative enforcement work to market may lead to great controversy,and in the current situation,whether in theory or from social practice,lack of sufficient basis and operation experience,but outsourcing the fire the supervision and inspection work undertaken by the police station is still a field worthy of study,it is not to outsource the work as a whole,but conduct a scientific classification to this work,only outsource the technical and service part of work which belong to thenon core of the police duty,the public security police station just take on the administrative part in the work that concluded to the core duty of police work.Through the study of this field,it also hopes to provide a good start for the possibility of other administrative actions about outsourcing.The author since 2012 has been in the public security departments of the public security organs,and participated in the work of grass-roots police station assessment work,therefore have more in-depth understanding of the local police station work.The author through the use of research method:literature analysis,case analysis,collecting reliable data,based on truth about the fire supervision and inspection work taken by police station,makes a comprehensive investigation and study on outsourcing the fire supervision and inspection work taken by the police station.This paper is divided into five parts: the first part is an overview of the police station fire supervision and inspection work and define the concept of outsourcing,outsourcing concept connotation includes police station fire supervision and inspection work and extension and outsourcing;the second part is the reason prevention supervision and inspection work of the police station fire outsourcing were analyzed,and the research work of outsourcing the overall direction;the third part is the police station fire supervision and inspection work outsourcing ideas,clarify the precondition of outsourcing this work is scientific classification,and explore how police stastion should play the policing functions and responsibilities in the outsourcing process;the fourth part mainly analyze the difficulties of outsourcing the police station fire supervision and inspection work,and puts forward corresponding countermeasures;the fifth part is the conclusion.
