China is experiencing the period of social transition,when social contradiction is prominent and emergencies happen frequently.Almost every emergency will cause the outburst of public opinions.In the public network event,netizens often have reverse psychologies,characterized as distrust,disagreement,opposition,resistance,etc.Netizens' reverse psychologies will make it harder to deal with the emergency,cause secondary disaster,do harm to public reason and government image,and damage the relation between government and people.Therefore,it's necessary to prevent and early warn citizens' reverse psychologies.However,there are still some remaining problems in government's prevention and early warning to citizens' psychologies,such as negligence in prevention,delay in early warning,unclear power and responsibilities,and so on.Thus this paper proposes several suggestions in four perspectives including process,government,talent and mechanism.
