With the deepening of the reform of the economic system and the need to change the functions of the government,it has become an irreversible trend to comprehensively promote the reform of commercial registration.From the commercial registration reform practice,to solve the problems of commercial registration reform,the key is bound to solve various institutional mechanisms in the administrative examination and approval system,deepening reform of the environment,forced the internal reform of the administrative department of industry and commerce,in order to adapt to the economic and social development and the trend of the times Internet plus.Therefore,this thesis chooses the key aspects of the reform of the administrative examination and approval system reform of commercial registration system as the research object,attempts to explore and analyze the commercial registration system reform from within Guangzhou city Industrial and Commercial Bureau administrative approval process point.This paper first analyzes the relevant issues on the reform of the administrative approval system of commercial registration in domestic and abroad,through a questionnaire survey and interviews found that the administrative examination and approval of Guangzhou city commercial registration problems,mainly in the following aspects: The First is the legal safeguard mechanism is not very good;The Second is the individual approval efficiency needs to be improved;The Third is the supervision the intensity of part of the market needs to be strengthened;The Fourth is the exchange of information sharing mechanism still needs to be improved;The Fifth is the construction of social credit system is not perfect;The Sixth is a comprehensive quality management and service personnel should be improved.Further analysis showed that the main reasons for the result: The First is the legal protection mechanism is not perfect,the low level of legislation;The Second is the administrative approval process is not scientific,market supervision difficult;The Third is the lag of construction of commercial registration administrative approval information,when not in place information sharing;The Fourth is the construction of social credit system is not perfect,the intensity of not enough to crack down on illegal phenomena.On the basis of in-depthanalysis of the reasons,this paper puts forward the countermeasures and suggestions for the administrative examination and approval system of commercial registration in Guangzhou.The First is the basic thinking of system;The Second is to improve the relevant administrative departments function construction and docking system;The Third is the process of administrative examination and approval;The Fourth is to improve the credit system construction;The Fifth e is to improve the construction agent system;The sixth is to play the role of information technology;The seventh is to strengthen the contingent of cadres.
