Research On Public Opinion Guidance Of Local Government In Public Emergency

China is in the transitional period with all kinds of social contradictions.The power of public opinion are going up.With the rapid development of Internet and other new media,earth-shaking changes have taken place in the ways of production and propagation of public opinion.The new pattern of public opinion and the formation of media ecology affect all aspects of social life.Because the current of public opinion in China is of the characteristics of irrational and diversity,it is increasingly more important to make the guidance of public opinion.But from the current situation to the public opinion guidance work of the public emergencies in our country,there are some problems,such as lack of knowledge,old-fashioned way,imperfect mechanism,not forming a cohesive force and other issues.All of these problems have bad effects on the public opinion guidance work of the public emergencies.Therefore,in order to achieve the effective guidance of public opinion,it could only timely release information in order to leading the public opinion,improve the local government ability to leading the media,the mechanism of the local government guiding the network public opinion and the credibility of the local government.This paper combined case analysis with comparative study as the research methods and integrated theory with practice.Based on the public management theory,it stated some related theories about the public opinion guidance of the public emergencies,analyzed the present situation and problems of the public opinion guidance of the public emergencies,referred to the guidance experience in United States,Germany and other developed countries and extracted the universal significant countermeasures and suggestions of the public opinion guidance in order to provide some theory reference for our local government in doing the public opinion guidance work of the public emergencies.
