With the government development of functional transformation and professional management,professional technology civil servants have an irreplaceable position in the process of professional technical management.The professional team construction is more and more important because of the rising demand for professional technology civil servants in both number and quality.So far,most of the studies of civil servants career management pay more attention to the group of integrated management,but few articles focused on the difficulties that professional technology civil servants are facing.Therefore,on the basis of dual ladders theory,this thesis defines the concept of professional technology civil servants and reviews relevant theories home and abroad of civil servants career management.Then it summarizes the current situation of career management in S public security in order to explore an adaptive “double ladder”management pattern for the professional technology civil servants.By using research methods of literature analysis and questionnaire survey,we get a conclusion that the organization needs to be perfected on five aspects such as information system,guidance and counseling,education and training,etc.With an in-depth analysis on the problems above,the author finds out five main reason,namely narrow and single position series;imperfect position classification system;restriction of traditional ideology and culture;lack of professional career management department;drawback in relevant management system.Finally,apply dual ladders mechanism to the practice in S public security career management and put forward the preliminary career management plan of two tracks path by setting up technical track and management track for professional technologycivil servants based on the three conclusions as the breakthrough point mainly include:(1)Build dual ladder career development path for professional technology civil servants;(2)Establish administrative culture of " attach the technologies,respect the technical person" for professional technology civil servants;(3)Set up career counseling department for professional technical civil servants;(4)Set up a flexible way of cyclotron development;(5)Improve the relevant operation mechanism of dual ladder career development for professional technology civil servants.
