The Research Of Suifenhe Guying Community Construction

With the development of new industrialization,informationization,urbanization and agricultural modernization in China,profound changes are taking place in rural society.Rural communities gradually become the basic unit of rural social service management.How to innovate grassroots social governance through rural communities,how to improve the level of public service in rural areas,and how to solve the plight of the three farming,break the urban and rural dual structure and promote the new type of urbanization,which are questions that are explored in theory and practice by local governments at all levels.The new rural community,as a new thing,has been explored sporadically,but in general,it still belongs to "crossing the river by feeling the stones",and the research and cognition of the theory is still lacking,there is also a lack of experience in the field of construction,management and practice.The construction of rural community in Suifenhe started late,and it needs us to make a theoretical exploration and a summary in practice,Through the accumulation of experience,on the one hand,balancing urban and rural development,maintaining harmony and stability in rural society,on the other hand,to avoid unnecessary economic,social and economic costs in the construction process of Guying communityIn this paper,the integrated use of the governance theory,the new public service theory,the theory of public goods and Maslow's hierarchy of needs theory,,and literature,empirical analysis,field interviews,case analysis,etc.Based on the theory and practice of the new rural community construction.On the basis of introducing the experience of rural community construction at home and abroad,the author has carried out a systematic study on the construction of Suifenhe Guying Community.The paper is divided into six chapters,First of all,the research background,purpose,significance,researching status of community construction at home and abroad,the content and methods of researching,as well as the technical route of the study are proposed;The second chapter focuses on the concepts and basic theories of rural community construction.The third chapter is the main approach to Guying community construction,and analyze the basic characteristics of effectiveness;The fourth chapter mainly analyzes the problems and causes in the construction of Guying community;The fifth chapter mainly expounds some experiences that can be used for reference in the construction of rural communities both at home and abroad;The sixth chapter is mainly based on local actual work,and puts forward the Suggestions on strengthening the construction of Guying community.This study found that Suifenhe Guying Community is not a spontaneous community,but a government-led,voluntary community of planned social life.The main thing is that people in the community are neither kinship nor geopolitical,there is no need for spontaneous aggregation in a short period of time.For the time being,it is not the internal conditions that naturally form rural communities,but the need for local governments to build up large projects.The government uses administrative power to promote the implementation of rural community construction,which has certain administrative compulsion.At the same time,the construction of new rural communities represented by Guying Community is inseparable from the support of the government,but the government cannot intervene excessively,Appearing the phenomenon of the government behavior deviation,regardless of the differences between the government and the community,unclear responsibilities,the absence of government responsibility,dislocation of duty,and offside of duty.
