Research On The Effectiveness Of Provincial People's Congress Deputies' Suggestion

The law stipulates that deputies to the people's congresses are members of the organs of state power and exercise their functions and powers in accordance with the law.In the statutory functions and powers of deputies to the people's Congress,the right to propose is a very effective means for deputies to the NPC to reflect the opinions and demands of the masses.As a representative of public opinion,it is an important way for deputies to supervise and support the relevant state organs and organizations to improve their work and realize democratic decision-making according to law.It is the legal duty of the relevant authorities and organizations to seriously study and deal with deputies,suggestions,criticisms and opinions(hereinafter referred to as "Deputies"suggestions)and answer them.The effectiveness of the suggested reflects the proposal on behalf of public opinion,public opinion polls,the integration effect,improve the people's Congress proposed the effectiveness of public policy,will help improve the reliability and validity,is conducive to building a harmonious society.It can be seen from the categorization and analysis of the suggestions of delegates on the Fourth Session of the 12th National People's Congress in F Province that the number of suggestions is increasing and the distribution is wide.This shows that the improvement of people's congress deputies' political awareness reflects the progress of the people's congressional democracy;Analysis,we can see that all units attach great importance to the representative for advice,continue to standardize procedures and responsibilities,improve the quality of management,attention to recommendations for the application of results.A series of measures to benefit the people have been put forward by handling the suggestions of delegates,and the implementation rate of representative suggestions has been raised as compared with previous years.However,we must also see that the effectiveness of the proposals is not yet very satisfactory.On the one hand,it is related to the quality of the proposals on the one hand and suggests that there is not enough representativeness of the people's livelihood and the responsiveness of social hot spots.In particular,On the other hand,due to the lack of a set of effective evaluation and supervision mechanisms,it is still a big gap between the high response satisfaction rate and the low implementation rate suggested by the representative.In order to give full play to the role of NPC deputies,improve the work of deputies' suggestions and enhance the effectiveness of deputies' suggestions,this article takes the theory of deputies and the theory of principal-agent as guidance and takes the distribution and handling of deputies' suggestions for the Fourth Session of F12 Provincial People's Congress as examples Review the relationship between voters and deputies proposed by provincial people's congress deputies in the process of "mention,delivery,handling and supervision",the relationship between the deputies and relevant state organs and organizations,apply the methods of document analysis,expert consultation,qualitative and quantitative analysis,To find out the main factors and objective factors that affect the proposed effectiveness of provincial people's congress deputies,put.forward suggestions to strengthen the supervisory function of the people's congress,optimize the deputies structure,improve the quality of deputies' advice,innovate the working mechanism and improve the supervision and evaluation mechanism.
