Strategic Cooperative Relationship In Rural Governance

Based on the observation of strategy behaviors of the grass-roots government,village committee and rural social organization,we put forward the theory of strategic cooperative relationship in rural governance.Because of the rising administrative stress,degressive performance of rural committee and potential of rural social organization,the government that in complicated environment would apply the resources of social organization strategically to achieve policy goal.Village committee would supply platform to rural social organization and apply the resources of the social organization strategically to finish the administration too,because of the administrative stress from superior government and the limitation of its structure.Rural social organization,depends on its social network and flexible structure,would play the complementary function in rural governance in order to gets legacy.In this process,government,village committee and rural social organization co-create a strategic cooperative relationship based on consensus.This article bases on the case of the rural elite committee' s constructing process in Deqing county Zhejiang province,we conclude a serial of strategic behaviors of county government,village committee and social organization after research.For county government,the strategic behaviors include executing policy flexibly,superposing different tasks,co-action of mobilizing cognition and expanding gradually,promising and threatening and spreading reputation.For village committee,the strategic behaviors include revi.sing charter,coordinating multiple organizations and improving the elites' reputation.For rural elites committee,the strategic behaviors include distinguishing the fields of function and constructing various social network structures to complement others' functions.In the result,the strategic behaviors of county government,village committee and rural elites committee lead to a strategic cooperative relationship.The strategic cooperative behaviors include knowing each other,complementing and mutual benefit.Although this case shows an good interaction in rural governance in Deqing county,it still needs to be cautioned the potential problems including collusion between actors,function alternative and so on.The contribution of this article is that it focuses on the relationship between state and civil in rural governance and provides a complementary version in this research field which always put much attention on civic social organization.
