Study On The Behavior Of Local Government In The Implementation Of The Block System

For a long time,our country is mainly closed house mode.However,with the accelerated process of urbanization,this residential model is not suitable for urban development.However,with the rapid development of the city,this residential model is not suitable for the development of the city.The block system is re planning urban public space and living space to solve the problems of urban traffic jam,incomplete network structure and indifferent neighborhood relationship.To this end,in February 2016,China issued a number of suggestions on Further Strengthening the management of urban planning and construction.The "block system" mentioned in the opinion has caused widespread social concern.To a certain extent,the implementation of neighborhood system in China's local governments helps to improve the functions of local governments,stimulate the vitality of cities and share resources,so as to improve the quality of life of residents,civilized urban construction and the construction of service-oriented government.The article is based on the perspective of scientific planning,the local government district system in the implement and implementation behavior,administrative supervision behavior,regulate the legitimate rights and interests of the relationship between stakeholders and safeguard people's four aspects,analyzes the difficulties of local government in the promotion of business district.For example,the definition of urban planning department is not clear,the management of urban management is complex,the relationship between departments is difficult to coordinate,the control of real estate market is weak,and the supply of public goods and services is difficult.Based on the above analysis,local governments should first formulate and improve the relevant legal system from two aspects,namely,defining the criteria of public interest,loss of interests and compensation.Secondly,according to the local actual situation,the existing residential areas and the new residential areas in the future are reformed.In addition,we should strengthen the safety management of the community and improve the public products and services.Finally,establish and improve the supervision mechanism,and strengthen communication with the public,so as to change the deep-rooted ideas of the public.
